The Challenge
Telemedicine regulations vary dramatically across US states — provider licensing, prescribing rules, consent requirements, and reimbursement policies all differ. The platform needed to enforce state-specific rules dynamically while providing a seamless user experience.
Our Solution
We built and executed a comprehensive regulatory compliance testing program covering state-specific licensing verification, prescription rules (including controlled substances), informed consent workflows per state, and billing and reimbursement rule validation for each state’s Medicaid program.
Telemedicine has enormous potential to improve healthcare access, but the regulatory landscape is a minefield. Each state has its own rules, and these rules change frequently.
We created a regulatory database covering all 50 states and developed automated test suites that validated the platform’s rules engine against this database. When regulations changed, test cases were updated accordingly.
Prescription workflow testing was particularly complex for controlled substances. We validated that the platform correctly identified when a prescription required special handling, DEA verification, or was not permitted via telemedicine under state law.
Cross-state scenario testing validated complex cases like a patient in California consulting with a physician licensed in New York, ensuring that both states’ regulations were correctly applied to the encounter.
